Aircraft configured with 50 seats will be used for operational missions

São José dos Campos, September 2, 2009 – ECC Leasing Company Limited, a wholly
owned subsidiary of Embraer, delivered an ERJ 145 jet, this Wednesday, to the Brazilian
Federal Police Department (Departamento de Polícia Federal – DPF), in line with a sales
contract announced in February of this year. The 50-seat, pre-owned aircraft will serve
with the Operational Aviation Coordination Department (Coordenação de Aviação
Operacional), in Brasília, the capital of Brazil, joining another aircraft of the same model
that was delivered in July 2006.

“ECC Leasing is very pleased to deliver this jet to the Federal Police Department, thus
consolidating its involvement with this important agency of the Brazilian Government,” stated
Paulo Estevão de Carvalho Tullio, Director of ECC Leasing. “The first jet has been successfully
used by the Federal Police Department and, for that reason, we are confident that this second
aircraft will also be highly useful.”

The airplane will be used by the DPF on new missions arising from the expansion of its
operational scope. The commercial agreement also includes a service package that will benefit
both this and the first aircraft, increasing the reliability of both.

“The availability rates for fulfilling our missions, shown by the first ERJ 145 operated by the
DPF was one of the determining factors for acquiring this second airplane,” said Rubens
José Maleiner, Coordinator of Operational Aviation for the Federal Police Department. “The
ERJ 145 is a robust aircraft, conceived for high levels of use, and it offers the flexibility we
need to perform our missions in various regions throughout the country.”

About the Brazilian Federal Police Department (DPF)

The Federal Police Department (Departamento de Polícia Federal – DPF) is Brazil’s national
police force, whose main responsibility is to investigate crimes against the Federal Government,
that is, its administration, its agencies and public companies, as well as combat international
drug trafficking and terrorism, and handle border control, including airports, waterways and
checkpoints, and issue passports.

Since it is involved throughout the entire territory of Brazil, the DPF has a modern and functional structure that supports centralized planning, coordination, and control of its actions, with decentralized execution. Its structure, including complex air transportation capability, provides important performance and ensures the presence of its representatives at several points of the country, as they carry out their police responsibilities in joint operations with other federal agencies and entities, thus promoting national integration.
