Gaps In Cyber-Policy Confound Congress

The ability to operate in cyberspace — in particular to attack networks — has “outpaced the development of policy, law and precedent to guide and control those operations,” says Sen. Carl Levin (D-Mich.), chairman of the Senate Armed Services Committee.
