HOUSTON — NASA’s nearly 12,600-lb. Upper Atmospheric Research Satellite (UARS) is descending toward an uncontrolled atmospheric re-entry at midday on Sept. 23, according to the latest estimates from the space agency and the Joint Space Operations Center of U.S. Strategic Command at Vandenberg Air Force Base, Calif.
